I have introduced a resolution to establish those entrusted with the Founder nation, and those responsible for administrating our new backup region for a time when it is ever needed to be used. Anaaxes, Courelli, and Kanoria will be the trustees for the founder nation under this proposal with Koiho and Ramelia serving as the administrators for the backup region.

An Act to establish a program in which future government officers are trained in the best practices and procedures of their desired Ministry by experienced civil officers.
Article I. Program Establishment
Section 1. A program entitled the “Civil Officer Training Program” shall be established by the regional government of The Social Liberal Union within 90 days of the passage of this Act.
Section 2. This program will be managed by the Delegate.
Section 3. Applicants to the program must apply to the program through the Delegate.
Section 4. The Delegate must develop a program application form through Google Forms in which the applicants can apply and statistics may be collected.
Section 5. The program application must include the following information:
-Nation Name
-SLU Citizenship Status
-Years of Residency in SLU
-Desired Ministry Training Program
-Previous Government Experience
Section 6. A nation may only be rejected from the program if:
-They have been previously convicted, and that conviction has been upheld, of a crime against the SLU government.
-They are not a current SLU citizen, although this is left to the discretion of the Delegate.
-They remained in the original SLU region following the coup d’etat perpetrated in December 2020 past the acceptable date for emigration as outlined by regional law.
Article II. Program Administration
Section 1. The Civil Officer Training Program includes Ministry-level training programs within the Ministries of Domestic Affairs, Foreign Affairs, and Immigration.
Section 2. Each Ministry must have a training program in place within 90 days of the passage of this Act.
Section 3. The training program of each ministry is managed by the Minister of each respective Ministry.
Section 4. Ministers may appoint their Deputy Ministers or other current Ministry officials to develop their training program, although this information must be made known to the Delegate.
Section 5. Ministries may create, update, or revise their programs as they deem necessary.
Section 6. Programs may include outlines of best practices, helpful routines or processes, and quizzes, among other tools, in order to test the participants’ knowledge or growth in the program.
Section 7. The Minister is responsible for determining when a participant has sufficiently completed their respective training program.
Section 8. A Ministry’s training program must be identical for each participant unless:
The participant is a non-citizen and there is a concern about the security of government information or procedures.
The program has been revised or updated.
Section 9. The divulgence of classified or otherwise protected information as outlined by SLU law is prohibited by Ministry officers and program participants.
Section 10. If a security risk is identified, it is the responsibility of the Minister of that program to respond.
Section 11. The Delegate must be notified by the Minister when a participant of their program completes the program.
Article III. Program Oversight
Section 1. The Delegate, Chancellor, or Speaker of the Union may request program information from any of the Ministers without any type of injunction necessary for the release of the requested information.
Section 2. Ministers may request that information be kept classified from the public, but they must present the requested information to the requesting official in a timely manner nonetheless.
Article IV. Record Keeping
Section 1. The Delegate must create and maintain a page on the Library of Parliament Wiki which lists each person who has completed their respective Ministry program and the date in which it was completed.
Section 2. This Wiki page is to be used for reference for future Ministry appointments or elections, as well as general historic preservation.

There will be a four-team playoff for the championship this year with both the SLU and DSA conference champions being guaranteed a bid as well as the top two other at-large teams.
Changes to have "walk-on" classes with 1-20 initial skill instead of 0. Freshman classes are still the same 0-100 initial skill. The walk-on changes are posthumously being applied to all season 1 teams as well.
Oh, and one more clarification! Unless otherwise requested, I intend to have teams from previous seasons automatically return so long as the host nation still exists within the SLU! So you only need to sign up new teams!

I have included in this post a link to a bill proposal which I have created, called the Cultural Heritage Establishment Act. The bill establishes official holidays in the region in order to promote the history of the region. Some of these holidays were included in a historical records page on the wiki so I have included them in the bill. Whoever originally established those holidays deserves some of the credit for drafting this bill as well.
I humbly submit the following bill for a "Special Foreign Relations and Insular Policy Act," the link to and overview of which can be found below.
"This Act makes special provision for establishing the bounds of the Social Liberal Union's relationship to the original region and other certain regions established by the disgraced former founder."

As our readers will know, the civil conflict in the Commune of Ramelia ended just two weeks ago. Some have wondered why the provincial collaborative councils did not convene the House earlier in the conflict. Why do you think it took so long to approve unitary action across the provinces?
C: It's a question better directed at the Realms' Councils who took longer to join the collaborations than the others; for my part, I think there are some provinces who were, reasonably, I imagine, concerned with the volume of aid being gifted to a nation some older members of our communities might still regard with some suspicion or grievance following the ascension of Etsuast eight years ago . . .
H: A reasonable grievance?
C: laughs No, of course not! A reasonable concern for the effect such a large amount of the food surplus being spared might have on food security. I think the unanimous confirmation of the Ascended was a demonstration of how more pious heads prevailed in winning over those who might drag their feet due to the past.
H: The actions of Ambassador Onondakai were widely praised here, but some of our friends abroad are wondering: why didn't they issue guidance for Imperial citizens within the Commune's territories during the conflict?
C: The Onaron encourages us in its subtle ways to assess ourselves and our surroundings critically. I cannot imagine an Imperial citizen within the Commune was not aware of the severity of the situation and the risks staying there brought upon themselves. Onondakai's opening of the embassy's suites, and the actions of all our fellows there who decided to take those risks together, were exemplary. Their faith in each other and their bonds with the citizens of Ramelia nearby are exactly why individual citizens need not rely overly much on the guidance of far-off observers.
H: Just what we like to hear! Moving on now to Decree No. 17, which you signed yesterday at a site near the still-under-construction Home of The Servitors; can you give our readers a quick summary of the important points? It was, after all, a quite lengthy decree, and the most robust of your tenure as Symbolicus Sufet so far.
C: Sure. The decree updated some prohibitions on the use of plastics and disposal of waste at sea abroad Marine Office ships, along with accounting for additional labor surpluses coastal residents have dedicated to the expansion and maintenance of the rather long neglected Defense Fleet. The bulk of the decree is dedicated to defining the extent of a number of new sanctions the Imperial people have chosen to enforce against the government and traders of Papagalliania. The most important of these is an embargo of iron ores, ferroalloys, soybeans, raw sugar, woodpulp, tobacco, and other agri-industrial exports of that nation, as well as accompanying sanctions on Papagallianian surplus holdings, and a freeze on any non-essential commercial assets of their merchants currently residing within the Empire's borders.
H: Those are severe penalties. Why did the people of the Empire choose to escalate these measures, some of which existed previously but in much more lenient form before the end of the Great Bridge Project, now?
C: I think our greater contact with the outside world has helped nurture our understanding of the fragility of our relationship as a global community with the Onaron. When Imperial citizens can more plainly see the grievous wounds inflicted on Papagalliania's forests, soil, our shared sea lanes, and even its own people, by the callousness of the few who wish to trade with us in pursuit of greed, we feel more compelled to react justly, even if it does damage the limits of meeting some of our own needs temporarily. Besides, these measures compliment our efforts as a people in Decree No.14 to take additional steps to penalize those who rot the health of our global oceans.
H: What do you say to critics who say these kind of penalties will only harm those already suffering within Papagalliania?
C: I say The Onaron rewards principled actions in-kind, in the long-run.
H: laughs Alright, Carondawana, I have one final question: who will win the Cookie Bowl?
C: I must admit I have not been following the season closely, but . . . I think everyone has heard how creatively Gekennafrœgi Ginnagrtúnn has played, so I will favor them.
