NOTICE IS HEREBY GIVEN that in accordance with the Constitution and laws of the Social Liberal Union, an election for the office of World Assembly Delegate will be held for a period of one week within 48 hours after the close of nominations. Nominations open on Friday, 13 May 2022 at 20:30 UTC and close on Friday, 20 January 2022 at 20:30 UTC.
I, Helvurium, am serving as Election Administrator, and I will dutifully and impartially execute the duties and powers of this position to the best of my ability.
ABOUT THE OFFICE:
The powers and duties of the World Assembly Delegate are detailed in Article 5 of the Constitution.
The term of office is four months, as specified in the certificate of election, which will be issued in due form once voting has concluded and the ballots are canvassed, tabulated, and certified according to law. The term for this office may only be renewed once consecutively.
QUALIFICATIONS AND NOMINATIONS:
Any Member State may, if eligible, nominate themselves for this office, or, subject to their acceptance, another eligible Member State. The requirements to hold the office are as follows:
1) Must be a current Member State in accordance with the Constitution; and 2) Must have been a Member State for at least three months; and 3) Must not have served two consecutive terms as World Assembly Delegate immediately preceding this election.
After many weeks of consideration prior to drafting, I plan to soon submit the following bill before the Open Parliament for your consideration: the Office of World Affairs Establishment Act.
This bill, meant to follow-up what I consider a necessary amendment to the Civil Service Act, which you can also find a discussion thread for on this forum, creates a new office under the purview of the World Assembly Delegate. The officers of this office are meant to provide both the Administration and the region as a whole appropriate and timely advice regarding the Social Liberal Union's relationship with the World Assembly, recommendations on desirable outcomes for votes before the World Assembly, an additional outreach opportunity for member states for both the Ministry of Foreign Affairs and the Delegate to oversee, and create a new record for an already longstanding tradition of Delegate-appointed advisors who may take part in Administration discussions.
I will soon be submitting this bill to the Open Parliament seeking the simple erasure of the Department of World Assembly Affairs. A significant portion of that Department's mandate has been rendered inoperable by the passage of time and I am preparing other legislation to remedy the region's lack official channels from which World Assembly affairs might be conducted.
Any feedback, questions, or concerns are appreciated! I can be reached here, on the NS site via telegram or RMB, and via our Discord server at your convenience.
I have proposed the Arnhelm Declaration Re-Ratification Resolution (https://parliament.slugov.com/Arnhelm_De...Resolution). The Arnhelm Declaration is a treaty among "user-created regions" (that is, regions like ours, which were founded by an individual user rather than created by the game) which prohibits recruitment from any other signatory of the treaty. The SLU was formerly a signatory to this treaty, but the passage of the Third Constitution in 2017 voided all treaties passed prior to its enactment. I believe that the Open Parliament should re-assent to the treaty to shield the region from targeted recruitment from other signatory regions.
If you have any questions, comments, or concerns, feel free to post them below.

This is a thread about the leak that compromised most - if not all - active Quera agents (referenced first in the Unusual Tourists thread), and the ensuing crisis and events.
Quechkhonia, Harndon
Dafkane shouldered his way through the door set into the tree-archway that made up the doorway.
Inside, computers and voices hummed, faces twisted in desperation as loud as the panicked shouts.
His eyes met, and skittered off, the features of every person he saw. Why did he not recognise anyone? He hadn't been gone for that long, had he?
"Operative Dafkane."
He whirled around; he was met with a set of pale, sunken eyes. He forced himself to take a breath. "Operative Kaiiek."
They nodded, the livid scar that crept from the shadowed side of their face catching the bluish-white glow of the vines twisting above their heads.
"Where is Operative Ginak? The Königsstadt lead officer?" Dafkane only realised he had said - nearly shouted - what he had the moment the last syllable passed his lips.
Kaiiek blinked for a second, then shrugged. "I don't know. We haven't recieved any word."
"What do you mean you haven't recieved any word? Do you know how long it's been?" He should stop, he knew he should. And yet.
"Yes--" they looked aside.
Dafkane thought he might've caught the slightest of twitches around their eye socket.
"--We are... aware of how long it has been." They placed a hand on Dafkane's shoulder plate. Their fingers squeezed at it, then fell away. 'No. You're giving up on him. He can't not have made it. That's not what he's like.'
"I'm sorry." It was impossible to tell from Kaiiek's eyes whether they were or not - even to someone the likes of him, one kind of sadness looked a lot like another. "But we have bigger problems."
"The leak." He wished he could forget.
"The leak," they tilted their head an inch. "And the loss of the North American Republican squad."
For a second, he hadn't the breath to respond with. "All of them?" Ginak tried to count how many bodies that would have been, but stopped when his mind grew numb.
"... All of them. They all opted to stay given the circumstances."
"Of course." 'Bastards. Self-sacrificing, glorious bastards.'
"Have you been debriefed yet?"
"No," Ginak let out a breath. "We were on arse-covering. Serachicha Ocean."
A longer blink. "Yes. Well. Grab a tea and a sit, then you and the rest of your squad go to debrief."
Ginak gave a nod of the head, turned on his heel, and strode to the door.
After all, good Quera follow orders. Even the ones that get them killed.
[OOC: This is merely here for everyone elses' ease of roleplay. It is not sent outside of the Quera organisation.] A note handed in person to every non-turncoat Quera post briefing/debriefing
Code:
Comrades,
We are in a dire situation indeed.
Total recall protocalls have been activated. All available deployed Quera have been ordered home. These will be swapped with those that were previously deployed domestically, which, in turn, will be given foreign assignments as a matter of haste.
Command, in deliberation with all Quera present at the time, has come to the decision to reactivate the Headhunter squads. A number of Quera have volunteered to be permenantly discharged from service to fulfil this role. Their sacrifice is to be commended, and we hold them in the highest regard for their actions, though we can never - as an organisation or as a state - publically as much as know of them. Officially, they are terrorists, independent of the Harndonian state, expatriots that have taken it upon themselves to do the unthinkable. Unofficially, purely in this statement, they are comrades of the highest order.
Their mission - iradicate the turncoats, and their collaborators in the Rossian command structures, at whatever the costs to themselves.
Glory or death!
