Peace Negotiations: Text of Prerequisite Pledges Released in Full
The Globe has released its transcription of the text, delivered via the Toonelan Ambassador to Rossia’s President via intermediaries, that is meant to serve as the first step towards a persistent peace with Rossia to the public following the immediate conclusion of a long meeting of the Ascended:
The history of these past few months will not be kind to the actions of the Rossian Government. It has acted badly. If the blockade of Thor Passage, intentional & without provocation, was not destructive enough, your government stands accused many times over of having been the funders and supporters of various terrorist organizations seeking to pillage, destroy, and disrupt the peace of members of the Social Liberal Union.
Regardless of the veracity of these other claims, your government’s attempted blockade has undoubtedly failed. The patience of the peoples most badly hurt by your misguided mission wore thin, forcing them to action, and now both the remains of your government’s fleet and of Republican and Toonelan fighters lie at the bottom of Thor Passage. Still, Rossia’s servicepeople have fought bravely in their mission, and so the Holy Empire must issue their own terms; not only to bring peace between our warring polities, but to honor the fallen on both sides of this needless conflict by paving the way towards redemption.
As the basis for these terms, the Rossian Government must pledge itself:
1. to immediately withdraw from any ongoing hostilities with members of the Social Liberal Union;
2. to end without hesitation policies, both known and clandestine, enacted by its government seeking and supporting the overthrow of any independent sovereign state and to refrain from further provocations;
3. to the entering of further negotiations on fair reparations, respecting the productive capacity of the Rossian peoples, to be paid those states who have claims against trade lost from the former Rossian blockade of Thor Passage;
4. to the speedy cessation of your government’s suppression of speech and independent political actions by enacting via open referendum such effective reforms;
5. by efficient measures to institute an inquiry, whose findings shall be transparently reported, into those members of the Rossian Government, at every level, which have played a role in the crimes committed against the peace of the Social Liberal Union;
6. to undertake with haste consistent reports informing the Holy Empire of Toonela of the execution of the foregoing points to be advanced to other members of the Social Liberal Union injured by this conflict.
In return for the acceptance of these terms, the Holy Empire of Toonela will likewise pledge itself to the immediate end of hostilities between itself and the Rossian peoples, to offering its own fair compensation to the families of fallen Rossians, to end its own wartime embargo of Rossia, and to vigorous efforts to end any remaining conflict between Rossia and other members of the Social Liberal Union, in which the peoples of our polity will consider the latter aggressors.
