Globe Exclusive: Sufet Speaks On Recent Sanctions, Ramelia, and More

HADRUMETUM, CD — Field reporter Himilco caught up with the Sufet Carondawana as they were relaxing following a swim in the Hadrumetum Central Pool today for comment on their signing of Imperial Decree No. 17, among other topics.

H: I should ask: how was your swim, Carondawana?

C: Peaceful. Thank you.

H: Lovely. Before I ask you about the new sanctions and control decree, I wanted to get to your thoughts on a couple of other recent international affairs. As our readers will know, the civil conflict in the Commune of Ramelia ended just two weeks ago. The House of Servitors approved a withdrawal from the food surplus worth approximately $111 million to assist the hungry within the Commune's borders during the end stages of the conflict. Some have wondered why the provincial collaborative councils did not convene the House earlier in the conflict. Why do you think it took so long to approve unitary action across the provinces?

C: It's a question better directed at the Realms' Councils who took longer to join the collaborations than the others; for my part, I think there are some provinces who were, reasonably, I imagine, concerned with the volume of aid being gifted to a nation some older members of our communities might still regard with some suspicion or grievance following the ascension of Etsuast eight years ago . . .

H: A reasonable grievance?

C: laughs No, of course not! A reasonable concern for the effect such a large amount of the food surplus being spared might have on food security. I think the unanimous confirmation of the Ascended was a demonstration of how more pious heads prevailed in winning over those who might drag their feet due to the past.

H: The actions of Ambassador Onondakai were widely praised here, but some of our friends abroad are wondering: why didn't they issue guidance for Imperial citizens within the Commune's territories during the conflict?

C: The Onaron encourages us in its subtle ways to assess ourselves and our surroundings critically. I cannot imagine an Imperial citizen within the Commune was not aware of the severity of the situation and the risks staying there brought upon themselves. Onondakai's opening of the embassy's suites, and the actions of all our fellows there who decided to take those risks together, were exemplary. Their faith in each other and their bonds with the citizens of Ramelia nearby are exactly why individual citizens need not rely overly much on the guidance of far-off observers.

H: Just what we like to hear! Moving on now to Decree No. 17, which you signed yesterday at a site near the still-under-construction Home of The Servitors; can you give our readers a quick summary of the important points? It was, after all, a quite lengthy decree, and the most robust of your tenure as Symbolicus Sufet so far.

C: Sure. The decree updated some prohibitions on the use of plastics and disposal of waste at sea abroad Marine Office ships, along with accounting for additional labor surpluses coastal residents have dedicated to the expansion and maintenance of the rather long neglected Defense Fleet. The bulk of the decree is dedicated to defining the extent of a number of new sanctions the Imperial people have chosen to enforce against the government and traders of Papagalliania. The most important of these is an embargo of iron ores, ferroalloys, soybeans, raw sugar, woodpulp, tobacco, and other agri-industrial exports of that nation, as well as accompanying sanctions on Papagallianian surplus holdings, and a freeze on any non-essential commercial assets of their merchants currently residing within the Empire's borders.

H: Those are severe penalties. Why did the people of the Empire choose to escalate these measures, some of which existed previously but in much more lenient form before the end of the Great Bridge Project, now?

C: I think our greater contact with the outside world has helped nurture our understanding of the fragility of our relationship as a global community with the Onaron. When Imperial citizens can more plainly see the grievous wounds inflicted on Papagalliania's forests, soil, our shared sea lanes, and even its own people, by the callousness of the few who wish to trade with us in pursuit of greed, we feel more compelled to react justly, even if it does damage the limits of meeting some of our own needs temporarily. Besides, these measures compliment our efforts as a people in Decree No.14 to take additional steps to penalize those who rot the health of our global oceans.

H: What do you say to critics who say these kind of penalties will only harm those already suffering within Papagalliania?

C: I say The Onaron rewards principled actions in-kind, in the long-run.

H: laughs Alright, Carondawana, I have one final question: who will win the Cookie Bowl?

C: I must admit I have not been following the season closely, but . . . I think everyone has heard how creatively Gekennafrœgi Ginnagrtúnn has played, so I will favor them.

Toonela Declares War;
*Sufet* Signs Decree

After days of sometimes bitter debate amongst the otherwise serene members of the Ascended raised to serve in Toonela's House of Servitors, all but four of its seventy-nine members voted to pass an Imperial Decree addressing the current crisis within the Social Liberal Union brought on by the nearly year-long blockade of the Thor Passage by a Rossian Navy fleet detachment. The decree (Imperial No. 33), declares that a "state of armed hostility" exists between the Holy Empire of Toonela and the Rossian nation until the latter has "withdrawn from all provocative and harmful actions which offend the virtues of international cooperation and peace"; it is also notable for laying out a general outline for both the actions the Ascended have been charged with undertaking in order to nullify the Rossian threat, and those it are barred from. Amongst the former: immediate seizure of all shipping bound for Rossia through the Serichica Sea that contain supplies deemed vital for any Rossian war effort, even those shipped by other member states of the Social Liberal Union. The latter provisions forbid Toonela from undertaking "the act of or deliberate aid in, either directly or indirectly, an invasion of Rossia without the additional passage of a subsequent decree amply supported in its premise that the working communities of that country seek, voluntarily and with open arms, the presence of our armed peoples on their homeland". Crucially, the decree re-establishes the Imperial Command structure, empowering members of the Ascended to coordinate the prosecution of a war in the Toonelan's peoples' interests via the appointment of specialists drawn from relevant fields within the nation's territories and the mobilization of Toonela's Hybrid Air Vehicle and Naval Fleets. 

The Sufet Carondawana duly signed off on the decree following its passage. Unusually for the young Sufet, who has not been prone to commentary on the Ascended's Decrees following their passage, they also held a formal press conference for interested citizens, as well as the domestic and international press, shortly after the signing of the war declaration. We present a transcript of that speech, with only minor edits for maximum readability, to our readers:

"Good evening everyone! As you have all probably already heard, I have just finished signing the Imperial Decree forged by the labours of our people's representatives to address the growing international crisis in the northern Goncaran Sea's Thor Passage; it was painstakingly created in a way we can all find amiable with careful enough consideration. The details of that decree's final contents are already public, so it is not to expound on them that I am giving this address to you all today. Especially so, given I am neither fond of standing behind podiums nor speaking to large crowds of people in such limited space. No, I wish to speak on some other thoughts which have strayed to the forefront of my mind over the course of this last week. 

First, I wish to express my gratitude once again to our people and the Onaron for having brought my life to this confluence of events. While declaring the first state of armed hostilities between the Empire and malicious forces abroad in over a century brings me no joy, to think that I, your youngest Sufet, am to be placed in such a position to serve our communities in spirit at a time of crisis is truly humbling. Only your continuing affirmation of my virtues for the post prevents me from at once resigning for fear of unworthiness.

Secondly, the solemn processes of our nation, which embody the best lessons we have learned together over the many centuries, are more than capable of preventing frightfully numerous differences in opinion on controversial issues such as the serious consideration of war against a hostile actor abroad from fracturing our unity. Though it may have taken some time to arrive at our ultimate course of action, it is a course of action near unanimity in conviction strengthens the potency of many times over. In truly momentous times such as these, it is our sense of belonging to one another, as we all belong in the Onaron, which so often sets our responses apart from those of governments who prioritize power over care. Rossia's government, clearly, is one of these latter entities that does all within its borders, and outside of them, an abiding injustice in its abuses. 

We are proud to be unlike such nations. 

By our guiding lights, the Social Liberal Union's member states must not only differ from the malicious and corrupt in rhetoric, but also in our actions. The Toonelan people have lived up to those principles again today, in declaring that we will play no part in occupation or expansionism cloaked by the honied words of solidarity and liberation. Nor will we seek to gain by deceit that which cannot be gained with earnest, voluntary conversion. If those who toil within the borders of Rossia cannot come to see by their own efforts, as some undoubtedly already have, that the beasts of ill fortune need not allocate their lots in life so low relative to their leaders (and are in fact more within their grasps then they might otherwise believe), who accumulate ill-gotten gains at their own expense, then it is not liberation we would be enacting upon them by approaching their shores, but an endangerment of the solace those living justly have already found in. 

We must not forget how many past polities (some of which others have deemed 'empires', though they are nothing like our own) spoke joyously of the common cause they had made with some 'civilized minority, held back by the perspectives of the barbaric majority' in other lands, only to find upon their invasion of such places that the ravages of war had brought even their good intentions to ruin. What good, then, is the best governing, most ethical polity, if having been installed against the wills of her obstinate peoples, every one of its members are hated by those who would otherwise have reason to rejoice in its practices? If our allies within the Social Liberal Union mean to put lie to this lesson of history, so often repeated, then they must engender in some way consent by those most affected, the Rossian people themselves, for the fall of a government which they have otherwise tolerated, however arduously, these recent years. It is not enough to express solidarity for Rossia's toiling people in the abstract if that solidarity is not sought by the toilers themselves! We understood this when we did not protest with arms the voluntary ascension of our good friends in Etsuast to the Rameliae government, when we could have chosen instead to 'express solidarity' with that minority amongst their peoples who perhaps privately opposed such a move, extolling the whole time that a majority among them would 'soon emerge' to support 'their own best interests'. 

The First Concords are indisputable on this point. Piyeci 3 states: 'Seek not to fill the lands with venom, least the secret clamor of the anguished become the winds of an engulfing storm.'

This reaffirmation of our faith aside, the duty ahead of us is grim. Residents and citizens of our communities must now continue to collaborate in this project of war-making which we have not endeavored together at all these recent generations. Already, the militarized H.A.V.s and the Imperial Naval Fleets are being organized in preparation for use after the appointments to Command which I am told will be made later today. Efforts at coordination with our fellow members within the Social Liberal Union will be made, should it prove desirable for all involved. The elimination of the Rossian fleet threatening the Thor Passage shall be total, should that country's malicious government not capitulate on this, and perhaps other, points of conflict between our and other peoples post-haste. 

As the people speak, so they must be heard!"

The Sufet answered some questions while mingling with the crowd afterwards, before excusing themself to catch a train back to their birth province to 'seek the company of community elders before an upcoming meeting of the Realm's Council there'.

In War: Mourning & Celebration

The first public reports from the still-only-recently appointed fleet admirals of the Empire were made today in the Hall of Servitors via encrypted video and audio channels. After two months of little word from the distant front, the peoples of the polity turned up for the meeting with hungry ears.

Fleet Admiral Eshmunazar, charged with the embargo operations within the Serachicha Sea, reported that the 1st, 2nd, and 3rd Naval Battle Groups, their detachments, and the allied forces of the Federal Republic of Anaaxes have successfully quarantined and confiscated twenty-two ships bound for Rossian waters from a number of nations attempting to defy the policies of the allied war effort. The admiral put the approximate amount of confiscated contraband at almost 600,000 gross tonnes. They noted that continued cooperation from reconnaissance elements of the Toonelan airship fleets remains vital to the efficiency of the campaign, but that the lack of resistance from the intercepted mercantile captains “spoke to the lack of support enjoyed by the Rossian aggressors abroad”. During questioning by members of the Ascended, they noted their disappointment with the nearby Kingdom of An-Astral, who has “acted especially timidly against enemies to the entire Social Liberal Union within the Serachicha Sea over the last two months”.

Following their testimony, Air Fleet Admiral Bodo delivered their own report. After extensive maneuvering, travel, and low altitude coordination from the 3rd Airship Group, the Stratospheric Fleet inflicted the first causalities of the war via coaxial plasma railguns, destroying one Rossian cruiser and permanently damaging at least some, if not all, of the electronic systems abroad three others via x-ray dispersal from the primary barrage. A near hit on the reported sole Rossian carrier in the area of attack is likely, but unconfirmed. Exact number of causalities among the Rossians from the sunk cruiser is also unknown. The relative success of such a little used and costly weapon was applauded by the Servitors.

Unfortunately, Bodo’s victorious opening was belied by the sorrowful news that two of the low-altitude airships detached from the 3rd Airship Group, who bravely advanced within range of Rossian air patrols to aid in the coordination necessary for the attack’s successful operation, were caught out of position and destroyed. All crew then-aboard the Iomnium and Oyat are believed to have gone down with the ships. A stony silence descended upon those present within the Hall with this news of the conflict’s first Toonelan causalities. After a brief discussion regarding the locations within the provinces where the steles of the deceased would be erected, the mood was immensely lightened, and the Air Fleet Admiral noted the possibility of further attacks of greater magnitude if the Rossian blockade was not soon dispersed.

The two temporal commanders noted in their final, jointly delivered address, that the successful “end to the Rossian naval menace, enforcement of the embargo, and safety of the Social Liberal Union’s many peoples from foreign aggression” would be their top priority, and that the war effort had so far been a resounding endorsement of the Servitors’ decided upon policies.

The Sufet is expected to continue to head the diplomatic effort to force the Rossians to the peace table to prevent further unneeded causalities on either side of the conflict.

Peace Negotiations: Text of Prerequisite Pledges Released in Full

The Globe has released its transcription of the text, delivered via the Toonelan Ambassador to Rossia’s President via intermediaries, that is meant to serve as the first step towards a persistent peace with Rossia to the public following the immediate conclusion of a long meeting of the Ascended:

The history of these past few months will not be kind to the actions of the Rossian Government. It has acted badly. If the blockade of Thor Passage, intentional & without provocation, was not destructive enough, your government stands accused many times over of having been the funders and supporters of various terrorist organizations seeking to pillage, destroy, and disrupt the peace of members of the Social Liberal Union.

Regardless of the veracity of these other claims, your government’s attempted blockade has undoubtedly failed. The patience of the peoples most badly hurt by your misguided mission wore thin, forcing them to action, and now both the remains of your government’s fleet and of Republican and Toonelan fighters lie at the bottom of Thor Passage. Still, Rossia’s servicepeople have fought bravely in their mission, and so the Holy Empire must issue their own terms; not only to bring peace between our warring polities, but to honor the fallen on both sides of this needless conflict by paving the way towards redemption.

As the basis for these terms, the Rossian Government must pledge itself:

1. to immediately withdraw from any ongoing hostilities with members of the Social Liberal Union;
2. to end without hesitation policies, both known and clandestine, enacted by its government seeking and supporting the overthrow of any independent sovereign state and to refrain from further provocations;
3. to the entering of further negotiations on fair reparations, respecting the productive capacity of the Rossian peoples, to be paid those states who have claims against trade lost from the former Rossian blockade of Thor Passage;
4. to the speedy cessation of your government’s suppression of speech and independent political actions by enacting via open referendum such effective reforms;
5. by efficient measures to institute an inquiry, whose findings shall be transparently reported, into those members of the Rossian Government, at every level, which have played a role in the crimes committed against the peace of the Social Liberal Union;
6. to undertake with haste consistent reports informing the Holy Empire of Toonela of the execution of the foregoing points to be advanced to other members of the Social Liberal Union injured by this conflict.

In return for the acceptance of these terms, the Holy Empire of Toonela will likewise pledge itself to the immediate end of hostilities between itself and the Rossian peoples, to offering its own fair compensation to the families of fallen Rossians, to end its own wartime embargo of Rossia, and to vigorous efforts to end any remaining conflict between Rossia and other members of the Social Liberal Union, in which the peoples of our polity will consider the latter aggressors.

The peoples of Toonela await the reply of the Rossian Government.

Newly Seated Servitors Launch Peace Offensive

A string of recall elections and shuffling of the Ascended over the last few months has elevated a new majority of communal experts, elders, theorists, and diplomats to key positions within the House of Servitors and the Imperial Pavillions. The popular reaction to stalled efforts to bring the war with Rossia’s jingoistic government to an end without conceding the demands of the ultimatum, these citizens have been expected to formulate a way out of the impasse set before the Holy Empire as the learned opinions among our fellow Toonelans turn against the continued existence of the Admiralty and other active command structures. The success of these structures in both the war’s Thor Passage sector and alongside imperial allies enforcing the embargo have not insulated them from criticism. The Servitors have responded with a flurry of activity directed at ending the war, the culmination of which have been codified and published as a public strategy today during the signing of ‘Imperial Decree No. 42: Proclamation on the Need for Peace’ by the Sufet.

The proclamation verifies a number of recent actions already undertaken by the reconstituted Imperial Pavillions since the elevation of the new members of the Ascended; these include the implementation of force limits on the production requests made by the Admiralty, advice to members of the International Onaronist Association (many of them abroad) to make clear to other Social Liberal Union governments that they oppose any war aspiring to “liberation via arms”, and public requests via official channels for commitments from other Union members to support the existing terms of the ultimatum as the basis for negotiations. The most ferocious of these efforts have highlighted the Council Republic of North American Republic’s inability to produce evidence of widespread support for their invasion amongst the natives of Rossia’s indigenous territories, despite the litany of proven ethical errors the latter’s political leadership has engaged in. During this period, the Pavillion for the Resolution of Extraordinary Diplomatic Situations (a merely two month old affair), has ramped up pressure on their Rossian counterparts with an explicit message: accept the mercy of the ultimatum while their peoples can still afford to save face, regardless of the consequences for select members of their leadership. Alongside this has been an obvious implication, namely that the forces arrayed on the Holy Empire’s behalf can just as surely be a deterrent to Republican invasion as it can remain a knife aimed at the Rossian flank.

This ‘carrot-and-stick’ approach has only been amplified by the recent formation of the Second Imperial Defense Fleet in the wake of the influx of new units being built up over the last several months. This new fleet is taking over many of the embargo duties operated in tandem with the Federal Republic of Anaaxes, and with confiscated contraband now exceeding 1,000,000 gross tonnes since the start of the war, Toonelan diplomats are hopeful that Rossia’s leadership will heed the signs signaling that even a temporary dip in the embargo’s operational efficiency will not provide them justification to continue the war effort. The First Imperial Defense Fleet, now led by the recently unveiled flagship and aircraft carrier Baal, has been reorganized, and was last seen due west in the direction of the Rossian front line.

Meanwhile, Sufet Cardonawana left yesterday for the Social Liberal Union’s host city in Biscuitopolis, where they are expected to deliver a speech regarding the war, the first of its kind in our polity’s history, on behalf of the Toonelan people to assembled representatives and dignitaries.

Sufet: "What Good Will Come?"

The Imperial Globe has acquired the full transcript of the speech Sufet Carondawana gave before the gathered members of the Social Liberal Union's Assembly at their seat in Biscuitopolis less than a day after the announcement that Toonela's former partners and fellow victors in the Battle of Thor Passage had begun an invasion of the nation of Rossia. The feeling in the room before the speech was unusually tense for an appearance by Carondawana, who has become well-known among reporters for their carefree and relaxed attitude in the limelight. Time has yet to tell if the address, which was more emotional and direct than any previous public statements by this Sufet, will go over well either here or abroad, but we will let our readers, and the many viewers believed to have tuned in across Miyana as politics are brought ever closer to the forefront of people's minds, judge for themselves.

"President of the Assembly, Fellow Delegates, Leaders,

My presence here, my speaking to you today, is unprecedented in the history of my peoples, who have long refrained from the delegation of any one person to speak on their behalf. Not just here, but also within the lands we have come to call home, where it is an impossibility. But as much as I am constantly humbled by the people of my home, I do not think that is the most important precedent being set here today. More important to me is the fact that I am not here as a professional civil servant, public administrator, politician, or movement leader. And I do not say this as a clever rhetorical device. I am merely a swimmer. A swimming instructor. A person chosen to speak to you all today not as equals in the prestige we have each acquired outside this room, but as equals in the common inheritance of humanity which cannot be confined anywhere for as long as our species walks Miyana.

And it is in the interest of this inheritance that I call upon your collective intelligence to answer a question now dearly in need of an answer: what is to be the fate of Rossia and her people?

I do not think I need to recount at length for such an attentive audience the events that pose this question, so I will be brief. In April of 2020, the first reports of a blockade of Thor Passage by a Rossian naval squadron broke to the international press after coverage in the North American Republics’s People’s Daily. For nearly a year, 271 days, no action was taken against this violation of both the Social Liberal Union’s principles and of the right to travel freely across Miyana. On that 271st day, Amanda Tamia, speaking on behalf of the Republics, declared that private diplomatic efforts between the two nations had failed, that they had secured evidence of links between the Rossian government and terrorist organizations operating on their soil, and that the Republics would enter a state of war with Rossia as a result. In her declaration, the blockade was but a passing mention, the foremost of a litany of accusations followed by a clear statement of intent. The Republics would pursue the war until the downfall of the acting government of Rossia. Not once in her statements that day did she express any sympathy or consideration for what the Rossian people would need to contend with once their government had been fell by Republican arms.

The People’s Daily carried this news under the headline “The Fight for Peace”.

Nevertheless, after 10 days of deliberations, my people saw fit to honor, in part, the Republican call for Union assistance. The Holy Empire of Toonela, at peace with the other polities of Miyana for over a century, would join the war, but with a different goal. Our goal was to end the Rossian blockade of Thor Passage. It was not an aim limited by lack of ambition or cowardice. No, if all that was being asked of Toonela’s peoples was the risk of death along a path which, at the end of, laid the real liberation of Rossia’s people from a brutal and cruel regime, we would have fought upon every Rossian coast to have played some small part in having aided their struggle! But we could not fantasize about an aim which could not be realized, for we had discovered no evidence of a Rossian dissent, understanding of their own oppression and seeking their own path to freedom, who would stand in solidarity with us if we struggled as one people, a people temporarily transcending the bounds of nations and distance, against a common foe in the oppressive Rossian regime, a foe guilty of numerous and terrible crimes.

No, we restrained ourselves from idle fantasies, and so too did the Communes of Ramelia, the Federal Republic of Anaaxes, and the Truast Leysa, all of whom openly joined the war effort and contributed to the successful end of the blockade in the following months, and all of whom, by the virtue of their own lights, have acted as we have.

What did the leadership of the Council Republic of North American Republics do when the blockade was ended? Did it end the rationing that they had repeatedly claimed would no longer be necessary with the lifting of the blockade? No. Did they reach out to the members of this body, this Union and their friends, to request direct relief, relevant expertise, or recommendations? No. Did they produce public evidence, not of the misdeeds this body knows all too well the Rossian government is guilty of orchestrating, but that they were acting in accordance with an ethics of solidarity by standing aside and heeding the words of Rossians seeking their own liberation? No! They restated their intent to fell the Rossian government. To "liberate" her people. And when the Toonelan people, equal partners in the war effort, who had sacrificed labour and life to travel halfway across Miyana to assist in the most consequential part of their struggle, issued an ultimatum that would have held the most corrupt elements of Rossian society accountable while centering the most downtrodden of its people, did the Republics reach out to us, any of us, to coordinate a strategy that could have split Rossia’s ruling class and forced their surrender, putting the good of the many above the clemency that may have been granted a select few?

You all already know the answer.

Earlier today, the Republics launched their invasion. The day before, their government, who I can only conclude does not know the meaning of solidarity if it is too proud to ask for help when its people are suffering, finally passed agricultural reform, but again stated that rationing would end; only this time, it would be “once trade resumes”, as if the remaining Rossian fleet elements that had been tied up by the Republics’s own forces for months were somehow still capable of disrupting trade. In a statement given the day of the invasion, People's Commissar Amanda Tamia once again reiterated the threat to her people posed by the Rossian government. A government whose leadership was now mostly bits and pieces, unilaterally executed by Republican missiles, not brought to account by those most suffering under them: the Rossian people.

All of that being said, I wish to pose to you all one final series of questions. What good will it do the Social Liberal Union if we, not the people of Rossia, decide their fate for them? What good will come from this body’s member states allowing one of its own to fell a government, even one as murderous as the Rossian regime, with no stated plans to allow the most oppressed of the indigenous people to lead in the hard decisions which must come afterwards? What good will result from an international alliance such as ours, supposedly motivated by the spirit of uplifting not just one another but all who toil on this earth, if accountability begins and ends when one of us is strong enough to carry on its own designs without consent or advice?

These are the questions that each and every one of you must resolutely answer in these critical hours.

Toonela has already done so. In spite of the dire alienation from us this unilateral invasion will foster, the working people of Rossia who will find their suffering increased most are due the arrival of the supplies they will undoubtedly need to rebuild their infrastructure after the remnants of their government surrender. They will find some of these aboard the First Imperial Defense Fleet’s transport convey, which by now will be on standby within the Goncaran Ocean, near Rossia's eastern coast.

If your own people might speak on this matter, delegates, let them be heard.
