PROPOSAL: Amendment 5 to the Regional Officers Act

This Amendment revises the Regional Officers Act to account for recent changes to NationStates game mechanics and to secure the region from raids by removing the Executive authority from the World Assembly Delegate.
Discussion began on Discord on 6 March 2025. Should no one have any strong opinions on this amendment, I plan to move it to vote after the mandatory 2 day debate period.
