Amendment 1 to the Office of World Affairs Assembly Establishment Act

In light of recent concerns over government channel access being shared too widely via the Office of World Assembly Affairs:

an amendment (click for text).

This is up for discussion. Once the mandatory discussion period has ended, I'd like it to go to vote.

The bill has been edited in response to feedback from Erynia and Draconia, accounting for confusion over the naming of the advisors.

Additionally, some expressed concern in the Discord over the removal of Cabinet consensus and administration access that the amendment entails for the World Assembly officials.

To explain further the context giving rise to the bill: members of the Cabinet are uneasy regarding new World Assembly aides, that is to say those entirely new to the government due to their interest in the WA, having access to the Minister level government channel. This amendment alleviates this concern by removing such access from the lowest level of World Assembly volunteers; since this sensitivity is removed, Cabinet consensus is also removed from the confirmation process, so that the World Assembly Delegate, acting as Chief Executive of the Office, may appoint them in a manner parallel to that of other Ministries.
