Arnhelm Declaration Re-Ratification Resolution - Courelli - 03-24-2022

I have proposed the Arnhelm Declaration Re-Ratification Resolution (https://parliament.slugov.com/Arnhelm_Declaration_Re-Ratification_Resolution). The Arnhelm Declaration is a treaty among "user-created regions" (that is, regions like ours, which were founded by an individual user rather than created by the game) which prohibits recruitment from any other signatory of the treaty. The SLU was formerly a signatory to this treaty, but the passage of the Third Constitution in 2017 voided all treaties passed prior to its enactment. I believe that the Open Parliament should re-assent to the treaty to shield the region from targeted recruitment from other signatory regions.
